Oversees ongoing customer service activities regarding power sale contracts, including power allocation analyses, load forecasts, load diversity studies, losses, and reserve requirement. Develop, coordinate public review, facilitate interim and final approval, and implement Southeastern' s wholesale power repayment schedules with responsibility for accuracy of schedules and adequacy of utilized repayment design procedures, adherence to US Department of Energy (DOE) policy and the Administrative Procedures Act, and Federal Register publication requirements. Serves as the CFO and advises on, develops, coordinates, and carries out financial policies, procedures, and plans for Southeastern. Oversees the public affairs program for Southeastern, which is responsible for developing the annual report, information pieces and coordinating all public and customer information request, internal information sharing, and community relations activities. Makes decisions on a full range of managerial functions including directing, planning, organizing, controlling, budgeting, assigning, and balancing work, evaluating performance, ensuring efficient /effective operation to execute programmatic oversight to meet goals and objectives. For the lower grade level, incumbent will perform a wide range of tasks described in the above duties, but at a lower level of work designed to further develop and refine the knowledge and skills of the incumbent. Duties at the GS-14 level will be performed with the direction and oversight of the Administrator. Experience providing advice and guidance on a variety of topics which includes at least two of the following:

Experience directing, leading, and developing strategies and project initiatives in the energy business sector serving as the expert providing advice and guidance on a variety of topics which includes at least two of the following:
participation in energy markets, energy marketing/rate development, Federal budget formulation/execution, power customer/generation partner/public relations, power marketing contract negotiation/administration. In-depth and extensive knowledge of legislation, regulations, and electric utility policies and practices governing power marketing and transmission in the Federal, State, and local sectors. Broad based knowledge commercial accounting, Government and public utility accounting, and the ability to initiate, direct and improve upon the installation and maintenance of accounting systems for the Administration in order to meet the requirements of the General Accounting Office, DOE, and Treasury Department. Effective at the skill of interpersonal influence. Articulates complex or technical information so that other can understand. Active listener, fosters open, two-way information exchange, and is skilled in both written and verbal communication. Strong program management skills and extensive experience in the areas of strategic and tactical planning, budget and finance, customer relationship management, policy and standards development, business knowledge management and business process analysis. Experience refers to paid and unpaid experience. Examples of qualifying unpaid experience may include:

The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
